power has always been with the ‘civil service’, poxy morons…..even in theory, it’s they who control the info flows to the decisions makers have the power to dictate what decisiions are made, whether subtly or at the point of a gun, metaphorically or otherwise….and i wasn’t specifically thinking abt that kennedy thing!
